Turning Point responds to NCVO report on payment by results and the voluntary sector

In response to the NCVO report published today, 'Payment by results and the voluntary sector', Lord Victor Adebowale, Chief Executive of Turning Point said;

"This report clearly identifies that there are still issues with PbR mechanisms. Instead of promoting collaboration and innovation there has been a transfer of all risk to the providers. Organisations that are small and specialist could be locked out because of this. The system needs time to mature.

We recognise and welcome the need to focus on results. However there needs to be enough money in the system and payment for these results needs to be correct in order to incentivise organisations to work together to support those with the most complex needs. We won't see innovation without this."
