In an economic downturn there is a threat that the unemployed will be split into two-tiers, those who are close to the labour market and those who have never had access to it. Those furthest away from the labour market should not be forgotten by services which support the unemployed.
Barriers to employment come in many guises and services must have the flexibility to respond to individual needs.
Policies which increase deprivation through significantly reducing income will only exacerbate complex social problems and contribute to inter-generational poverty. Innovative services are essential to help support people gain employment.
