How we help commissioners
Turning Point is working closely with commissioners, including GPs and clinicians to improve outcomes for people and patients. In line with the local Quality Innovation, Productivity and Prevention (QIPP) and best value priorities, we are designing integrated services that provide pathways that meet local needs, while reducing costs at the same time as improving quality and outcomes.
Our experience of service provision and community research is invaluable in helping commissioners ensure the community has a say in how existing services need to change to benefit the community.
Turning Point helps commissioners to:
- Develop a better understanding of needs within the community, where there are gaps and duplication in existing provision and where crisis points could be averted.
- Work effectively with partners to develop integrated solutions.
- Engage with whole communities, not just patients, and involve local people in planning services and shaping primary and community care practice so that people are supported within their neighbourhoods.
- Involve the local people and enable their experiences and priorities to inform joint strategic needs assessment, commissioning plans and the health and well being strategy.
- Engage with commissioners across the public sector to improve the management of long term conditions and support for people with complex and multiple needs, and design, develop and implement integrated pathways.
Examples of our work
KINGSTON
Develop a better understanding of need within the community
In Kingston, our Rightsteps service, Improving Access to Psychological Therapies, prevents gaps and duplication by delivering a flexible, responsive, open access service that supports Psychological Wellbeing Practitioners and GPs in meeting mental health needs in the community. The service in Kingston has seen referrals grow threefold since its launch in 2009. Whether people are suffering from depression, anxiety or phobias, or need low or high intensity interventions, Rightsteps gives total support including advice on debt, housing, employment, skills and relationship advice.
SHEFFIELD Rightsteps Employment
Support for people with complex and multiple needs
The Rightsteps Employment services working with clients that have long term conditions, we are helping break down the barriers to future employment. For example, a client with MS and a history of depression was referred to Turning Point by her employment advisor. She responded well to a cycle of Cognitive Behavioural Therapy and is now confidently looking towards the prospect of employment after gaining crucial skills in and developing confidence.
NHS NORTH WEST
Work effectively with partners and develop integrated solutions.
On behalf of NHS North West we have conducted a number of capacity building activities to support small voluntary mental health providers develop their services and promote their offerings to commissioners.
BASILDON
Involve the local people and enable their experiences and priorities to inform assessment of needs and commissioning plans
In Basildon, the Connected Care researchers working on the steering group developed a model called the Experts by Experience service. This is a model to support people to access services locally and build self help within the community. It utilises the expertise of community members who have used services and are best placed to help others in need. Turning Point worked with the Personal Social Services Research Unit at the London School of Economics to model the potential economic impact of the Experts by Experience service. The report concluded that the model is associated with
- An average net benefit per client of £3,319 including the value of quality of life improvements.
- A total net benefit of £550,000 not including quality of life benefits, and of £1,750,000 including the value of quality of life improvements, for an initial investment of £112,000.
HARTLEPOOL
Engage with commissioners to improve the management of long term conditions and design, develop and implement integrated pathways.
In Hartlepool the Connected Care project developed joined up, accessible local services in the Owton ward, one of the more deprived parts of the country. Through research in the community by the community we developed a team of care navigators who work on an outreach basis to improve access, promote early interventions, support choice, ensure a holistic approach, and improve the management of long term conditions. During 12 months a team of 3 navigators dealt with 1,388 cases, secured £750,000 in benefits for individuals and established a number of services including an independent living service for vulnerable older people, a supported housing complex, benefits advice, a handyman service and a time bank, all managed through a social enterprise.
GREAT YARMOUTH

We have recently been commissioned to develop and deliver an innovative initiative across 5 GP practices in Great Yarmouth to establish new and sustainable ways of working with communities to improve care and support outcomes and experience of older people with long term conditions.
We are expert in bringing commissioners together across local authorities, health and other partners to develop solutions that reduce inequalities, promote patient and carer involvement in decisions and enable patients to make choices in relation to their health care and well being.
We are expert in delivering community-led solutions and bringing social innovators together with commissioners to redesign services and pathways that better meet patients’ needs.
We are expert in research methods that help commissioners assess the quality of service users experience and use the information to influence commissioning decisions.
We are expert in helping commissioners serve dual diagnosis and complex needs, reduce the issues associated with “frequent flyers” and chaotic service users, reduce costly A&E admissions and provide local solutions to better health outcomes for patients.
